The parking right is created by the combination of space number and zone, and enforcement confirms whether that space is paid. This model closely reflects traditional single space meter-based systems and can work well in structured environments like garages or lots with clearly marked stalls.

License plate-based (LPN) parking ties permission to a vehicle’s license plate within a defined zone. Instead of validating a stall, enforcement verifies whether a vehicle has an active session or permit tied to that plate in that area.

While both models rely on zones, the key difference is what defines the parking right: a space or a plate. That distinction has meaningful operational ripple effects.

Where Space-Based Parking Can Be a Strong Fit

In environments where sensors detect whether a stall is occupied but do not capture license plates, pairing that occupancy signal with space-based sessions can create a straightforward enforcement workflow: if a space is occupied and no session exists for that space, enforcement is triggered.

Why Plate-Based Models Often Become the Foundation

While space-based environments can add value in structured or occupancy-driven settings, many cities evaluating long-term scalability focus on how permissions impact enforcement clarity, driver experience, and data visibility.

For drivers, creating a session tied to a license plate is often simpler and less error-prone. Mistyping a plate can typically be identified and corrected. Mistyping a space number, on the other hand, can be harder to detect and more difficult to resolve.

From an enforcement standpoint, verifying a plate can provide clearer confirmation of compliance. If a vehicle has an active session, that validation is direct. If not, the absence is clear. When citations are challenged, having a vehicle-level session history can also simplify adjudication.

There’s also a broader data advantage. Because sessions are tied to vehicles, and often parker accounts, cities gain stronger visibility into trends, repeat usage, and overall program performance over time.

Newer enforcement approaches, including photo enforcement that validates vehicle presence at the plate level, can further support license plate-based environments without relying on stall numbers.
