Another benefit to digitizing its enforcement operations is the ability for violators to conveniently resolve their citations online: In 2024, 95% of paid citations were resolved online, and 96.5% of paid citations were fully paid within 90 days.
Promoting Safety and Saving Time with Photo Enforcement
Currently, Fed is focused on automating enforcement in several parking garages in the City with Passport’s Photo Enforcement solution. This system uses camera-based technology to capture violations in real-time and automates invoice issuance via direct mail or targeted enforcement.
A primary goal of this initiative is improving officer safety. Parking garages, unlike on-street environments, require extensive coverage, often posing safety risks to enforcement officers.
This automation is expected to save up to eight hours daily in garage enforcement, allowing staff to allocate their time more efficiently.
“The goal is to be in and out. We want to pull the officers out of the garage and have the technology do the enforcement for us,” explains Fed.

Passport’s digital parking permit solution saves time and money by offering an easy-to-use online system for both customers and enforcement officers. The Passport Parking app, which allows users to pay on the go and manage sessions remotely, promotes convenience and reduces instances of parking violations.
“If we go out and there are no citations to be issued, that’s a good thing. It means we are making it more evident, easier, and more convenient for our customers to comply,” explains Fed.
