Fall 2026 introduces a redesigned OpsMan Mobile app now available on iOS, partial refunds and reversals for citation payments, expanded guest pass controls, monthly merchant statements, and a new guided Rate Edit Tool.
What's New
Skeleton Citations
Constituents can now pay a handwritten citation in person at the payment counter, even before it's been entered into Portal. Once the citation is entered into the system, the payment is automatically matched to it. This extends the functionality from RMCpay to Portal, making it available across both platforms.
Guest Pass Improvements
This release brings several updates to guest passes:
Schedule ahead: Guest passes can be scheduled to start on a future date, rather than only starting immediately.
Duplicate vehicle warning: Activating a pass for a vehicle that already has an active pass shows a warning with an option to confirm, preventing accidental double-activation from a double click.
Edit vehicle details: Permit holders and city staff can correct the vehicle (plate and state) on a pass that's already issued or active, instead of canceling it or using another pass. Available on request.
Cancel scheduled passes: A pass that's been scheduled but hasn't started yet can be canceled from pass history in both the resident portal and city back office, returning it to the available pool instead of being lost.
Merchant Statements
Merchant statements give clients a monthly summary of their Passport Payments activity, including gross sales, fees, refunds, chargebacks, adjustments, and net settlement, with no filters or report setup needed. Statements are available per merchant account or as one combined statement for the whole operator, and can be downloaded anytime from Passport’s Portal.
Rate Edit Tools
A new Rate Edit Tool gives clients a simpler, guided way to manage rates and zones. Rate edits are now handled through a step-by-step flow covering the most common changes, reducing the risk of misconfiguration and the learning curve to make updates confidently. The tool also brings zone deactivation, zone management, and notifications and restrictions into one consolidated experience, along with support for scheduled event rates.
Integration Health and Portal Homepage Flexibility
The Portal homepage now gives enforcement clients real-time visibility into data flowing in from third-party vendors like meters, mobile apps, including tracking parking rights as they're created, catching data that isn't mapped to the right zone, and submitting a direct request to resolve unmapped locations. Clients with access to multiple Passport products can also choose which dashboard displays, with trend indicators showing whether key metrics are up, down, or holding steady rather than just where they stand today.

New and Improved OpsMan Mobile App
OpsMan Mobile has been redesigned for speed and accuracy in the field and is now available on iOS in addition to Android. Camera access now extends to every step of the enforcement flow, a sticky summary card keeps citation details visible so officers can catch mistakes before issuing a ticket, and previously issued tickets, permits, and scofflaw status now surface automatically so nothing gets missed. Chalking has also been revamped to cut out extra steps and reduce unnecessary activity in the field.
Partial Refunds and Payment Reversals
Citation payment processing supports partial refunds and reversals, so back office staff can adjust just the portion of a payment that needs correcting instead of reversing the whole transaction. Existing collections integrations are supported by this functionality where applicable, keeping accounts accurate as payments are adjusted. This makes payment adjustments faster and more precise.
Immediate Scofflaw Action
Selecting "Add to Scofflaw" now places a vehicle on scofflaw status immediately, with no delay from additional checks.
Chalking Photos Now Show LPR-Sourced Images
Chalking Details displays chalking photos regardless of capture method, so LPR-sourced photos appear alongside manually captured ones instead of being limited to handheld captures only. This also extends to RMCPay, where citizens can view chalking photos alongside evidence photos.
Rental Car Collection Reporting
Passport now sends a reconciliation report directly to the rental car citation program for operators using the integration, automating monthly paid and unpaid citation reporting. A new dashboard also lets operators view their citation data to help align invoices.
Photo Enforcement Visits Dashboard
A new dashboard gives a full picture of every vehicle visit captured by camera-based enforcement, from entry to exit, including a compliance summary, visits shorter than the configured grace period, and a breakdown of potential violations and their review status for back office and OpsMan Mobile review.
New Grace Period and Auto-Renew Lead Time Settings
Permit types now support two new configurable settings: a grace period after expiration that extends permits instead of canceling them immediately, with the grace window shown on the parker's permit detail card, and a configurable number of days before renewal kicks in, replacing a single hardcoded default for auto-renew timing.
Reverse Rejection and Manage Permits Date Range Search
Two updates give admins more control in Portal: permit application rejections can now be reversed and sent back to the approval queue instead of staying rejected, and Manage Permits supports searching by a start and end date range.
Manage Payment Methods at Checkout
On CMRpay, permit holders can select a previously saved card or ACH bank account at checkout instead of re-entering payment details, or save a new one, delete an existing one, or enter a new method as a fallback. Auto-renew enrollment is its own checkbox, separate from saving a payment method.
Easier Approval Queue Search and NMI Queue Auto-Sort
Two updates make it faster to find and process applications: the Approval Queue now includes filters for permit number and email, and the Needs More Information queue automatically sorts so applications with newly submitted documents move to the top.
Fully Integrated In-Person Payments for Permits
Permits supports fully integrated in-person payments, giving staff a seamless way to process in-person permit transactions.
ACH Payment Support
Passport now supports ACH payments. Alongside this expansion, updates to Payment Transaction and Dispute reports add new fields, including routing number, payment nickname, and payment type, giving teams better visibility into ACH transactions and chargeback data.
Transaction Hub Expanded Coverage
The Transaction Hub now surfaces all transactions across a client's environment, including non-Passport products like meters and pay stations, rather than only Unified transactions. Clients can query, track, and analyze both Card Present and Card Not Present data in a single dashboard for better payments reporting visibility.
Zone-Level Financial Reporting
Payments reporting includes a zone-based financial breakdown, giving operators visibility into performance at the individual zone level.

Clients with access to multiple Passport products can also choose which dashboard displays, with trend indicators showing whether key metrics are up, down, or holding steady rather than just where they stand today.
Immobilization Trail via Passport Cloud Data Warehouse Snowflake Data Share
Clients using Passport’s Cloud Data Warehouse data share can now access data structured to replicate the immobilization trail available in Portal, including two new views covering immobilization state changes and citation actions linked to immobilizations.
New Portal Login Page
Portal's login and landing page is now available at portal.passportinc.com/login. This reduces our dependency on external systems, improving the stability of login and logout for Portal users. Existing bookmarks will continue to work as we transition.
