Summer 2026 introduces independent hearing requests in violation settings, a third-party plate check at permit application, a streamlined NMI workflow for permit staff, and new payment tools.
What's New
Third Party Plate Check
Permit applications can now check a plate against a third-party agency before submission, so unregistered applicants get an error prompting them to register first instead of submitting an invalid application. This integration can scale to additional agencies as needed.
Permit NMI (Needs More Information) Workflow
Administrators can request additional documentation directly within CMRpay, giving applicants a clear, guided way to respond and keep their application moving, reducing back-and-forth, preventing restarts, and helping staff review updates more efficiently.
Direct Hearing Request in RMC
Violation settings now allow the "Request a Hearing" option to be enabled independently of the "Can Be Appealed" setting. This gives operators the flexibility to configure violations that go straight to a hearing, rather than requiring appeals to be enabled before a hearing can be scheduled.
Citation Trail on Appeal Processor Page
Added the citation trail to the Appeal Processor page in Portal. Operators can now review the full trail without leaving the appeal, so decisions can be made without navigating back and forth to the Citation Details page.

Permit Rate Calculation
We've introduced a new rate calculation method that fixes how percentage-based discounts and penalties are applied when tiered pricing or prorating is involved. Modifiers now scale against what the customer is actually being charged rather than the raw base rate, producing more accurate totals.
"Other" Payment Type for Permit Checkout
An "Other" payment type is now available in back office cart checkout for permits. Previously, the available options were cash, check, credit card, and debit card. This addition enables use cases like employee paycheck deduction and is reflected in reporting.
ACH CAPTCHA for CMRPay
Added CAPTCHA to ACH payments for Permits. This helps prevent bots and automated fraud attempts on ACH transactions.
NACHA Required ACH Notification of Change Report
A new NACHA-required ACH Notification of Change (NOC) report is now available for ACH customers.
Payment Transaction Report
Card Present device data is now available and can be used to help customers reconcile card present transactions more efficiently.
Checkout Timer
The Passport Parking app now includes a checkout timer that returns parkers to the duration picker if checkout sits idle too long. This protects paid parking time and keeps the checkout experience moving smoothly.
